State Street Redevelopment Project reaches substantial completion, delivering safety enhancements and spurring local economic growth

WEST LAFAYETTE, Ind. (Feb. 11, 2019) – The State Street Redevelopment Project reached substantial completion on Nov. 30, 2018 and has transformed a thoroughfare into a destination, delivering safety enhancements and activating local economic growth.

The project, which kicked off in 2016, reconstructed and enhanced State Street from the Wabash River through downtown West Lafayette and Purdue’s campus to its intersection at U.S. 231. It also included work to surrounding thoroughfares, including Stadium Avenue, an important east-west corridor north of State Street.

Project manager Kristi Brown said the project has involved a lot of moving parts and coordination in order to execute, but is already making its mark on the community.

“Not only has the network of streets been transformed, but every day, pedestrians and bicyclists are taking advantage of the increased number of trails, cycle tracks and multi-use paths to travel the campus and community in a safer manner,” Brown said. “It is rewarding to be able to watch people enjoy the new amenities and to see the sense of community that the project has provided.”

Purdue University partnered with the City of West Lafayette, Ind., to advance the $120 million project, a 22-year Design-Build-Finance-Operate-Maintain project. It is the first U.S. availability payment P3 project to be procured, financed and delivered by a university. 

“The collaborative work of the City of West Lafayette – Purdue University Joint Board demonstrated strong vision and leadership in both organizations and was critical to making this unique project a reality,” said Michael B. Cline, Senior Vice President for Administrative Operations at Purdue University. “We are not aware of any other P3 project that has been procured via a formal town-gown partnership of this nature.”

Two tax increment financing (TIF) districts are being used to generate the funds necessary to support the project, which has helped spark more than $500 million in local economic investments along State Street, including several student apartment and retail buildings.

“The State Street Redevelopment Project has been a facilitator of development and growth, just as we hoped and planned it would be,” said West Lafayette Mayor John Dennis. “We look forward to seeing additional growth take place as a result of this project, and we thank the community for its patience and support during the project’s undertaking.” 

While major construction is now complete, final aesthetic improvements will be made in spring 2019 which may result in periodic traffic restrictions. Up-to-date project information will continue to be posted to the project website at www.statestreetwl.com.
