WEST LAFAYETTE, Ind. (Jan. 21, 2016) – Today, the City of West Lafayette and Purdue University Joint Board overseeing the delivery of the State Street Redevelopment Project accepted a recommendation to preliminarily select the developer for the project.
On Dec. 21, the Joint Board received proposals from both teams vying for the project, including:
- Plenary Roads State Street
(Plenary Group USA Ltd., Rieth-Riley Construction Co. Inc., Janssen & Spaans Engineering Inc., and Shrewsberry & Associates LLC)
- Walsh Gateway Partners LLC
(Walsh Investors LLC, Walsh Construction Company II LLC, Parsons Brinckerhoff Inc., Rundell Ernstberger Associates Inc., and Milestone Contractors LP)
The project’s Joint Management Team – responsible for the proposal evaluation process and submittal of a recommendation to the Joint Board – then reviewed and scored the proposals in accordance with the criteria set forth in the Request for Proposals (RFP). The Joint Management Team was supported in this effort by the Joint Board’s legal, financial and technical advisers.
At a meeting of the Joint Management Team held just prior to today’s Joint Board meeting, Don Petersen, Managing Director of Energy and Construction at Purdue University and the Joint Board’s authorized representative for the project, said the Plenary Roads State Street team’s proposal achieved the highest score in the evaluation process, and the Plenary Roads State Street team was consequently recommended to the Joint Board for preliminary selection as the developer.
At its subsequent meeting, the Joint Board adopted a resolution to accept the recommendation of the Joint Management Team, approved the final form of the public-private agreement (PPA), and authorized a public hearing on the recommendation in accordance with Indiana’s BuildOperate-Transfer statute. The Joint Board scheduled the public hearing for Feb. 11. In addition, the Joint Board announced its intention to convene a public information session on the project on February 3 or 4. More details on the information session will be forthcoming.
Following the public hearing, a subsequent Joint Board meeting will be held at a later date to make a final determination on the preliminarily-selected proposer team, and the PPA with the selected team will ultimately be submitted to the Governor for approval.
Subject to fulfilling these requirements, the Joint Board expects to complete the process and achieve commercial close with the selected developer by the end of March, with financial close to occur by the end of May.
